केंद्र ने 24 chip design projects को sanction किया है, जो video surveillance, drone detection, energy meters, microprocessors, satellite communications, और broadband और IoT Systems-on-Chip (SoCs) के क्षेत्र में हैं, Design Linked Incentive (DLI) Scheme के तहत, एक official statement में रविवार को बताया गया। साथ ही, 95 companies को industry-grade Electronic Design Automation (EDA) tools का access दिया गया, जिससे Indian chip design startups के design और infrastructure costs में महत्वपूर्ण कमी आएगी। Semiconductor chip design supply chain का मुख्य value driver है, जो up to 50 प्रतिशत value addition और 30–35 प्रतिशत global semiconductor sales में योगदान करता है fabless segment के माध्यम से। DLI-supported projects तेजी से scale कर रहे हैं, जिसमें 16 tape-outs, 6 ASIC chips, 10 patents, 1,000+ engineers engaged, और 3× private investment leveraged हो चुकी है।
DLI Scheme का Framework
Design Linked Incentive (DLI) Scheme को Ministry of Electronics and Information Technology (MeitY) द्वारा implement किया जा रहा है, जिसका outlay Rs 76,000 crore है। यह programme semiconductor और display manufacturing के साथ-साथ design ecosystem को भी support करता है। C-DAC, जो MeitY का premier R&D organisation है, DLI Scheme को implement करने के लिए nodal agency के रूप में जिम्मेदार है। Semicon India Programme का उद्देश्य एक मजबूत, self-reliant chip design ecosystem को विकसित करना है, domestic startups और MSMEs को financial incentives और advanced design infrastructure access प्रदान करके।
Scheme अब design validation से productisation की दिशा में transition को बढ़ावा दे रही है, जिससे start-ups और MSMEs volume manufacturing, system integration, और market deployment की ओर बढ़ सकें। यह evolving ecosystem India के domestic semiconductor capabilities को मजबूत करने के साथ-साथ global chip design और innovation में देश की credibility बढ़ाता है। India का semiconductor ecosystem policy leadership, investment support, capacity building, और indigenous technology development के coordinated framework के माध्यम से मजबूत हो रहा है। Key programmes और agencies chip design और manufacturing को incentivise करते हैं, skilled talent को विकसित करते हैं, और open-source microprocessor architectures को foster करते हैं, जिससे India का self-reliant और globally competitive semiconductor design ecosystem सुनिश्चित होता है।
Chips to Startup (C2S) Programme
C2S Programme, जो academic organisations के लिए है, का उद्देश्य 85,000 industry-ready manpower तैयार करना है, B.Tech, M.Tech और PhD स्तर पर, semiconductor chip design में specialised। DLI scheme का उद्देश्य domestic semiconductor design industry में मौजूद challenges को कम करना और Indian companies को semiconductor value chain में ऊपर ले जाने में मदद करना है। मजबूत fabless capability के बिना, देश imported core technologies पर निर्भर रहता है, चाहे electronics local manufacture हों। Robust fabless ecosystem India को critical value chain layer own करने, intellectual property सुरक्षित रखने, imports घटाने, manufacturing आकर्षित करने और long-term technological leadership स्थापित करने में सक्षम बनाता है।
