Rural India में grassroots governance को मजबूत करने और Panchayati Raj Institutions को सशक्त बनाने के उद्देश्य से Government ने capacity building, training, digital governance, institutional strengthening और community participation से जुड़े कई initiatives को लागू किया है। इन initiatives के माध्यम से village level governance को अधिक प्रभावी और transparent बनाने का प्रयास किया गया है।
Viksit Bharat Vision और Sustainable Development Goals से जुड़ी पहल
Ministry of Panchayati Raj के अनुसार, वर्ष 2025 में Sustainable Development Goals की localisation और Viksit Bharat vision के अनुरूप Panchayats की central role को और मजबूत किया गया। Sustainable rural development के लिए Panchayats को key institution के रूप में स्थापित करने पर विशेष जोर दिया गया है। January में Prime Minister Narendra Modi ने SVAMITVA Scheme के अंतर्गत property cards का distribution किया, जिसके माध्यम से एक ही दिन में 65 लाख rural citizens को legal ownership documents प्रदान किए गए। यह distribution 10 states और 2 Union Territories के 50,000 से अधिक villages में किया गया।
Ministry के अनुसार, January तक SVAMITVA Scheme के तहत कुल 2.25 करोड़ property cards वितरित किए जा चुके हैं। Scheme के अंतर्गत 3.28 लाख villages में drone flying पूरी हो चुकी है और 16 दिसंबर तक 1.82 लाख villages के लिए लगभग 2.76 करोड़ property cards तैयार किए गए हैं। Panchayati Raj से जुड़े प्रमुख issues पर mass awareness बढ़ाने के लिए Ministry ने popular digital platforms का उपयोग किया। इसके साथ ही ‘SabhaSaar’ नामक एक AI-powered meeting summariser tool launch किया गया, जो Gram Sabha की video या audio recordings से structured minutes automatically तैयार करता है। Artificial Intelligence और Natural Language Processing पर आधारित यह tool, Bhashini platform से integrated AI-powered translation engines के माध्यम से 13 regional languages को support करता है।
Gram Panchayats में Transparency और Accountability में सुधार
10 दिसंबर तक, 30 states और Union Territories की 92,869 Gram Panchayats ने SabhaSaar tool का उपयोग करते हुए 1,43,124 meetings conduct की हैं। इससे documentation workload कम हुआ है और local governance में transparency तथा accountability में significant सुधार देखने को मिला है। eGramSwaraj work-based accounting application, जो अब 22 Indian languages में उपलब्ध है, Panchayat financial management को बेहतर बनाने में सहायक बना हुआ है। 2.52 लाख से अधिक Gram Panchayats और 5,400 Block Panchayats ने अपने development plans upload किए हैं। इसके अलावा, 2025-26 के लिए 2.52 लाख Gram Panchayats को eGramSwaraj-PFMS integration के साथ onboard किया गया है।
Digital Empowerment के लिए Infrastructure Support
Infrastructure development के साथ-साथ Ministry ने digital empowerment को प्राथमिकता देते हुए office buildings वाली Gram Panchayats के लिए 19,472 computers को sanction किया है, जिससे administrative efficiency और service delivery को मजबूती मिलेगी।
