India & EU explore early harvest trade pact to accelerate FTA talks

Business Remedies | Jaipur | India and the European Union (EU) are exploring the possibility of an early harvest trade agreement as they continue negotiations for a comprehensive Free Trade Agreement (FTA). Commerce Secretary Sunil Barthwal has indicated that both parties are considering a phased approach, potentially implementing certain provisions ahead of the full agreement. This strategy aims to expedite benefits for businesses and address immediate trade barriers.

The broader FTA negotiations, which resumed in 2022 after a hiatus, have encountered challenges in areas such as market access, regulatory standards, and sustainability measures. Key issues include India’s high tariffs on EU products like automobiles and alcoholic beverages, and the EU’s proposed Carbon Border Adjustment Mechanism (CBAM), which India opposes due to its potential impact on exports of carbon-intensive goods like steel and aluminum. Additionally, India seeks greater access for its textiles, pharmaceuticals, and chemicals in the EU market.
Commerce Minister Piyush Goyal has emphasized the importance of respecting mutual sensitivities in the negotiations. He has made it clear that India cannot agree to provisions that would open its dairy sector to EU competition, highlighting the need for a balanced and mutually beneficial agreement.
