नई व्यवस्था की तैयारी: Tamil Nadu सरकार ने राज्य में Architects, Engineers, Town Planners और Building Plans तैयार करने वाले अन्य Professionals के लिए Unified Online Registration System शुरू करने की तैयारी की है। इसका उद्देश्य Planning Permission की प्रक्रिया को आसान, तेज और ज्यादा पारदर्शी बनाना है। यह व्यवस्था Single Window Portal के जरिए लागू की जाएगी।
DTCP को मिली जिम्मेदारी: Housing and Urban Development Department ने Directorate of Town and Country Planning (DTCP) को नई Registration व्यवस्था लागू करने के निर्देश दिए हैं। सिस्टम शुरू होने के बाद केवल Portal पर Registered Professionals ही Building Plans तैयार कर Planning Applications स्थानीय निकायों और Planning Authorities के पास जमा कर सकेंगे।
एक Registration, पूरे राज्य में मान्य: फिलहाल Professionals को अलग-अलग Jurisdiction के हिसाब से विभिन्न Authorities में अलग Registration कराना पड़ता है। नई व्यवस्था में प्रत्येक योग्य Professional को एक Unique Statewide Registration Identification Number मिलेगा। यह Registration Tamil Nadu के सभी Local Bodies और Planning Authorities में मान्य होगा।
Online होगा Registration और Renewal: Eligibility का निर्धारण Tamil Nadu Combined Development and Building Rules, 2019 के अनुसार किया जाएगा। Professionals को Single Window Portal पर Online Application करना होगा, जिसकी जांच और मंजूरी संबंधित DTCP District Offices करेंगे। पहले से Registered Professionals को Unified System में Automatically Migrate किया जाएगा।
Third-Party Approval को मिलेगा बढ़ावा: यह व्यवस्था छोटे Buildings के लिए प्रस्तावित Third-Party Planning Permission को भी मजबूत करेगी। Registered Engineers को तय सीमा तक Residential Buildings, Commercial Buildings और Approved Industrial Estates में कुछ Factory Buildings को मंजूरी देने का अधिकार मिल सकता है।
Approval Process होगा तेज: सरकार के मुताबिक Unified Registration से Repetitive Procedures कम होंगे, Accountability बढ़ेगी और Planning Applications के Processing Time में कमी आएगी। इससे Professionals और Applicants दोनों का Administrative Burden कम होने की उम्मीद है।
