CII ने सुझाया “India Development and Strategic Fund” – भारत की Long-Term Growth को मिलेगी नई उड़ान 🚀

💼 India’s Future Growth ke liye नया फंड का प्रस्ताव

Apex business chamber CII (Confederation of Indian Industry) ने Sunday को सुझाव दिया कि एक India Development and Strategic Fund (IDSF) बनाया जाए — जो एक sovereign-backed, professionally managed institution हो, ताकि भारत की long-term growth, resilience aur global economic security को मज़बूती मिल सके। 🇮🇳

🏗️ दो हिस्सों वाला National Fund – Developmental & Strategic Arms

CII ने बताया कि ये Fund दो हिस्सों में काम करेगा:

1. Developmental Investment Arm – जो देश के long-gestation domestic priorities जैसे infrastructure, clean energy, logistics, industrial corridors, MSMEs, education, skilling, healthcare और urban development में निवेश करेगा।

   • ये arm patient equity और blended finance के ज़रिए commercially viable projects को support करेगा।

   • ये anchor investor की तरह काम करेगा और pension funds, sovereign wealth funds और institutional investors को आकर्षित करेगा।

2. Strategic Investment Arm – जो overseas assets acquire करेगा ताकि भारत के long-term economic और security interests सुरक्षित रहें।

   • इसमें energy assets (oil, gas, green hydrogen), critical minerals (lithium, cobalt, rare earths), और frontier technologies (AI, semiconductors, biotechnology) शामिल होंगे।

   • इस arm का उद्देश्य है कि भारत केवल खरीदार नहीं बल्कि owner बने — critical global supply chains में proactive role निभाते हुए। 🌍

📈 $1.3–2.6 Trillion Corpus by 2047 का लक्ष्य

CII का मानना है कि discipline और proper funding roadmap से यह Fund आने वाले दो दशकों में $1.3 से $2.6 trillion का corpus तैयार कर सकता है — जो इसे world’s leading sovereign investors के बराबर ला सकता है।

💰 Funding Strategy – Smart Capitalisation Model

• शुरुआत में एक modest budgetary allocation credibility के लिए होगी।

• उसके बाद asset monetisation proceeds (जैसे roads, ports, spectrum आदि से) को deficit घटाने की बजाय Fund में डाला जाएगा।

• धीरे-धीरे Public Sector Enterprises (PSEs) में सरकार की हिस्सेदारी का एक हिस्सा भी Fund में ट्रांसफर किया जा सकता है।

• साथ ही, infrastructure, green और diaspora bonds के ज़रिए domestic और global savings mobilise की जाएंगी।

• भविष्य में, macroeconomic stability आने पर foreign exchange reserves का कुछ अंश critical minerals और energy acquisitions में लगाया जा सकता है। 🌱

🏛️ Governance aur Transparency पर जोर

CII ने कहा कि Fund में Government of India की majority ownership बनी रहे, लेकिन इसे professionally managed board चलाए, जिसमें senior government officials और global investment experts शामिल हों।
दो अलग-अलग investment committees – एक Developmental और दूसरी Strategic arm के लिए होंगी ताकि focus और accountability स्पष्ट रहे।

साथ ही, CII ने सुझाव दिया कि Fund को एक “IDSF Review” प्रकाशित करनी चाहिए, जिसमें public dashboard के ज़रिए corpus size, portfolio mix, sectoral exposure और performance metrics जैसी जानकारी दी जाए। 📊

🗣️ CII Director General बोले – ‘India ko चाहिए बड़ा सोच वाला फंड’

CII Director General Chandrajit Banerjee ने कहा,

“India’s growth ambitions in infrastructure, energy transition, manufacturing, technology और human development को पूरा करने के लिए सिर्फ annual budget allocations पर्याप्त नहीं हैं।
IDSF से domestic और global savings को mobilise करके national capital को नए productive sectors में recycle किया जा सकेगा।”
