SEBI Chief ने दूर की आशंका
Mumbai में बुधवार को Securities and Exchange Board of India (SEBI) के Chairman Tuhin Kanta Pandey ने कहा कि नए Closing Auction Session (CAS) में किसी तरह के manipulation के संकेत नहीं मिले हैं। कुछ market participants की ओर से उठाई गई चिंताओं के बीच उन्होंने साफ किया कि regulator नए mechanism पर लगातार नजर रख रहा है और stakeholders से मिले feedback की समीक्षा की जा रही है।
Global practices के करीब भारतीय market
Pandey ने Closing Auction Session को एक बड़ा market structure reform बताया। उन्होंने कहा कि Japan, Hong Kong, US, Germany, Europe और Australia जैसे प्रमुख markets में इस तरह की व्यवस्था पहले से मौजूद है। उनके मुताबिक passive investing और mutual funds की NAV तय करने के लिए भरोसेमंद closing price बेहद महत्वपूर्ण है।
Participation बढ़ाने पर SEBI का जोर
SEBI Chairman ने कहा कि CAS एक transparent market mechanism है, जिसमें pricing और order activity को स्पष्ट रूप से देखा जा सकता है। अब मुख्य उद्देश्य ज्यादा से ज्यादा investors और brokers की participation बढ़ाना है। इसके लिए SEBI अलग-अलग stakeholders से बातचीत कर उनके सुझावों को समझ रहा है।
20 मिनट में तय होगा Closing Price
Stock exchanges ने पिछले सप्ताह नया Closing Auction mechanism शुरू किया है। इसके तहत 20 मिनट के dedicated session में buy और sell orders जुटाए जाते हैं। जिस price level पर maximum executable volume match होता है, वही stock का final closing price निर्धारित करता है।
पुरानी व्यवस्था की जगह नया framework
इससे पहले closing price regular trading session के अंतिम 30 मिनट में हुए trades के weighted average से तय होता था। Regulators और exchanges के अनुसार नया framework खासकर बड़े institutional orders के लिए अधिक fair, transparent और efficient price discovery सुनिश्चित करने के उद्देश्य से लागू किया गया है।
