India के power distribution sector ने एक महत्वपूर्ण उपलब्धि हासिल की है। Ministry of Power के अनुसार, देश की electricity distribution companies (DISCOMs) और power departments ने कई वर्षों के बाद पहली बार collective net profit दर्ज किया है। FY 2024-25 में distribution utilities ने कुल Rs 2,701 करोड़ का profit after tax (PAT) हासिल किया, जो लंबे समय से चली आ रही financial losses के मुकाबले एक बड़ा बदलाव है।
पिछले वर्षों के Loss से Profit तक का सफर
Ministry data के अनुसार, FY 2023-24 में sector को Rs 25,553 करोड़ का loss हुआ था, जबकि FY 2013-14 में यह नुकसान Rs 67,962 करोड़ तक पहुंच गया था। State Electricity Boards के unbundling और corporatisation के बाद भी distribution utilities लगातार घाटे में बनी हुई थीं। ऐसे में FY25 का यह profit power sector के लिए एक major milestone माना जा रहा है। Union Power Minister Manohar Lal ने इस उपलब्धि को India के power distribution system के लिए एक नया chapter बताया। उन्होंने कहा कि यह turnaround सरकार के लगातार प्रयासों का परिणाम है, जिनका उद्देश्य DISCOMs की financial और operational समस्याओं का समाधान करना रहा है। उन्होंने Prime Minister Narendra Modi के vision का उल्लेख करते हुए कहा कि India न केवल अपनी growth को आगे बढ़ा रहा है, बल्कि global growth में भी योगदान दे रहा है, जिसमें energy sector की भूमिका महत्वपूर्ण है। Minister के अनुसार, government power sector में आवश्यक reforms के लिए प्रतिबद्ध है ताकि यह growing economy को support कर सके और Viksit Bharat के लक्ष्य में योगदान दे।
Revamped Distribution Sector Scheme और Smart Metering का असर
पिछले कुछ वर्षों में government ने कई policy reforms लागू किए हैं। इनमें Revamped Distribution Sector Scheme प्रमुख है, जिसका focus infrastructure modernisation और smart meters के rollout पर है। इसके अलावा, financial norms को और सख्त किया गया है, जहां funding को performance benchmarks से जोड़ा गया है। Electricity rules में किए गए बदलावों से timely tariff revision, बेहतर cost recovery और subsidies की transparent accounting सुनिश्चित हुई है। इन reforms का सीधा असर distribution utilities की financial health पर दिखाई दे रहा है।
Operational Efficiency में भी सुधार
इन सुधारों का प्रभाव केवल profitability तक सीमित नहीं है, बल्कि key performance indicators में भी नजर आ रहा है। Aggregate Technical and Commercial losses, जो power theft और billing gaps जैसी inefficiencies को दर्शाते हैं, FY 2013-14 में 22.62 प्रतिशत थे। FY 2024-25 में यह घटकर 15.04 प्रतिशत रह गए हैं, जो states में बेहतर operational efficiency का संकेत देते हैं।
