Petroleum और Natural Gas Minister Hardeep Singh Puri ने मंगलवार को कहा कि Narendra Modi सरकार द्वारा किए जा रहे economic reforms देश में ease of business को मजबूत बना रहे हैं और future growth के लिए स्पष्ट path तैयार कर रहे हैं। Minister ने X पर एक post में कहा कि governance का शांत लेकिन लगातार कार्य, week after week bottlenecks को clear करना, यही Reform Express 2025 की वास्तविक पहचान है। उन्होंने कहा कि एक uncertain world में, जहाँ political churn सामान्य हो गया है, Prime Minister Modi की stable leadership स्पष्ट रूप से अलग दिखाई देती है और policy continuity को मजबूती देती है।
Trade Agreements और Legislative Framework
Minister ने बताया कि landmark trade agreements, modern labour codes, Securities Market Code Bill और Indian Ports Act 2025 ने future growth की foundation तैयार की है। इसी तरह SHANTI Bill, India के civil nuclear framework को modernise करने की दिशा में एक बड़ा कदम है। उन्होंने कहा कि ये reforms statute book को clean करने, trivial मामलों को decriminalise करने, labour compliance को modern बनाने, market governance को मजबूत करने, trade processes को digitise करने, logistics को बेहतर करने और long-cycle energy risks को कम करने पर केंद्रित हैं।
Oil और Gas Sector में Structural Changes
Oil और gas sector पर बात करते हुए Minister ने कहा कि ORD Amendment Act 2025 और नए PNG Rules 2025 investor risk को कम करने पर focus करते हैं। इनमें lease period के दौरान terms की stability, project life cycle में single petroleum lease और approvals के लिए clear timelines शामिल हैं। Oilfields (Regulation and Development) Amendment Act 2025, जिसे April 2025 में enact किया गया, energy security को बढ़ाने के लिए एक महत्वपूर्ण law है। यह upstream oil और gas sector को investor-friendly बनाता है, streamlined lease processes लाता है, lease unitization की अनुमति देता है और criminal penalties के बजाय financial penalties लागू करता है, जिससे capital और technology को attract किया जा सके।
New PNG Rules 2025 और Investment Push
India के नए Petroleum और Natural Gas Rules 2025 पुराने licenses को replace कर single और long-term leases लागू कर रहे हैं। इनमें 180-day approval limit, lease value calculation में clarity, criminal penalties का removal और fines का प्रावधान शामिल है। साथ ही infrastructure sharing को promote किया जा रहा है, जिससे domestic production और investment को बढ़ावा मिल रहा है। Minister ने बताया कि OALP (Open Acreage Licensing Programme) के तहत exploration map लगातार expand हो रहा है। Round X में लगभग 2 लाख square kilometres क्षेत्र में 25 blocks offer किए गए हैं। National Deep Water Exploration Mission domestic resources, advanced technology और complex exploration capability पर strategic focus को दर्शाता है।
