Social Security Framework होगा मजबूत
Centre Government ने Unorganised Workers के साथ Gig और Platform Workers के लिए National Social Security Boards के गठन को Notify कर दिया है। सरकार के मुताबिक यह कदम Informal Workforce के लिए Social Security Framework को मजबूत करने की दिशा में महत्वपूर्ण पहल है। इन Boards का गठन Code on Social Security के तहत किया गया है।
Welfare Schemes पर देंगे सुझाव
Ministry of Labour & Employment के अनुसार ये Boards अलग-अलग Categories के Workers के लिए उपयुक्त Social Security Schemes की सिफारिश करेंगे। इसके साथ ही Code के Administration से जुड़े मामलों पर Central Government को सलाह भी देंगे।
Union Minister करेंगे अध्यक्षता
Boards की अध्यक्षता Union Minister for Labour and Employment करेंगे। इनमें Central और State Governments, Aggregator Companies, Employers, Civil Society Organisations, Workers’ Unions और Gig तथा Platform Worker Associations के Representatives शामिल होंगे।
Schemes की Monitoring भी होगी
Boards केवल नई Welfare Schemes की सिफारिश तक सीमित नहीं रहेंगे, बल्कि Centre द्वारा संचालित Social Welfare Schemes की Monitoring भी करेंगे। इसके अलावा State Level पर Record-Keeping Functions की समीक्षा और Fund तथा Account से होने वाले Expenditure की जांच भी की जाएगी।
साल में कम से कम तीन बैठकें
सरकारी प्रावधानों के अनुसार Boards की Meetings साल में कम से कम तीन बार आयोजित की जाएंगी। Meetings के संचालन के लिए Central Government द्वारा निर्धारित Rules of Procedure का पालन किया जाएगा।
Gig Workers के लिए बढ़ेगी Social Security Coverage
सरकार का मानना है कि इन Boards के जरिए Traditional Unorganised Workers के साथ लाखों Gig और Platform Workers के लिए Social Security Gap को कम करने में मदद मिलेगी। Code on Social Security इन Workers के लिए Welfare और Social Security Measures का Statutory Framework उपलब्ध कराता है।
Labour Reforms में Digitalisation पर जोर
Labour Ministry पहले भी Labour Codes के जरिए Compliance को आसान बनाने, Laws के Consolidation, E-Portals, Digital Filing और Uniform Return System पर जोर दे चुका है। सरकार का लक्ष्य Labour Regulation को अधिक सरल और Collaborative बनाना है।
